SUMMARY
kwin-5.19.5 is using 1000% CPU when logged into wayland with nvidia.

STEPS TO REPRODUCE
Login to desktop (fully functional minus severe input delay)

5.19 is no longer maintained. If you're still able to reproduce this bug in 5.23, please reopen this bug report.
