SUMMARY

I set the "Window Placement" option ("System Settings" > "Window Management" > "Window Behavior" > "Advanced") to "Under mouse" and it worked fine, but after some update it stopped working for me: some applications (KWrite, Dolphin, Konsole, KSysGuard) open in the same position in which they were closed and ignore this option. If this is not a bug, but a feature, then how can I disable this behavior?

I can confirm this is the case. Neither the global setting in the "Window Management" section of System Settings nor the special windows settings work.

Whatever the setting is, new windows are being cascaded.

I believe this is not a kwin change, but a change in the clients:

There is a setting: window behaviour -> advanced -> allow KDE apps to remmeber the positions of their own windows.

Can you confirm with that off things behave correctly.

This option will only appear in KDE Plasma 5.20. Sad;(
