LHS: plasmashell with only web browser/webslice | RHS: plasmashell with web radio plasmoid

SUMMARY
Neither browser widget (nor webslice) will play sound after reboot.
I managed to get sound back by 

kquitapp5 plasmashell
kstart5 plasmashell &

but everything started acting weird after I did, so, I rebooted and the sound was gone again. I tried removing and adding the widgets back in but still no sound.


STEPS TO REPRODUCE
1. Set up browser widget (or webslice) to point to web radio (or youtube)
2. Reboot
3. Browser widget won't send sound through the plasmashell

OBSERVED RESULT
Browser widget (or webslice) don't show up in sound sources. (Tried a web radio plasmoid which did show up in sound mixer as "plasmashell")

EXPECTED RESULT
Browser widget to play sound (and show up as sound source in sound mixer)

Linux/KDE Plasma: Kubuntu 20.04
KDE Plasma Version: 5.18.5
KDE Frameworks Version: 5.68.0
Qt Version: 5.12.8
kERNEL vERSION: 5.4.0-47-lowlatency

ADDITIONAL INFORMATION
I've tried this with both the stock Web Browser plasmoid as well as webslice ( https://store.kde.org/p/998902/ ) and observer the same results. The web radio plasmoid I used to compare results was Advanced Web Radio ( https://store.kde.org/p/1313987/ )
