After I enter 4 times the wrong password in login screen, the whole SDDM becomes disabled and frozen, and there is no way to recover from it unless you force shutdown by pressing poweroff button.

That's a security PAM timeout. 
We have an open bug in kscreenlocker about surfacing that to the user better.
