SUMMARY

The monochrome kalarm icon and the system notifications icon are both a bell and look very similar. The only difference in the icons is the position of the clapper, so it is very hard to tell them apart and memorize which icon does what.

I file this bug against the notifications, because "kalarm" sounds like it should be associated with a bell, while notifications could be associated with other metaphors. Reassign the bug as needed.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 5.17.5

I would say it might make more sense if kalarm used an alarm clock metaphor. Bells are pretty common for notification systems today.

oxygen uses a alarm clock for kalarm and it's the same icon as the "hicolor" theme uses, so this would be more consistent over themes as well to use an alarm clock.
