SUMMARY


STEPS TO REPRODUCE
1. set always visible for latte-panel.
2. hit qt app on the panel. it goes full screen normally.
3. hit gtk app on the panel, it goes through the panel. 

OBSERVED RESULT
Gtk app goes through the panel.

EXPECTED RESULT
gtk app shouldn't go though the panel.

Isn't that the case with plasma panels also?
