SUMMARY
Only reproducible on wayland.

STEPS TO REPRODUCE
1. install a plasma widget from kde store
2. open widget explorer and select "Uninstallable" filter on top
3. hover over "Uninstall widget" button of the plasma widget

OBSERVED RESULT
misplaced tooltip, see the attached screenshot please.

EXPECTED RESULT
tooltip in correct position

Works for me on Wayland. If you clear your plasma cache with `rm ~/.cache/plasma*` and then restart plasmashell, does that fix it?

I can reproduce this bug even on Arch Linux after your command.

This was caused by a Qt bug that has since been fixed.

If it's still not fixed on Neon, then something weird is going on with Neon's Qt patch collection.
