STEPS TO REPRODUCE
1. open system settings > workspace behavior > general behavior
2. select "Scrolls to the clicked location" radio button and click on "Apply" button
3. test "Scrolls to the clicked location" setting in Desktop Effects kcm, Elisa player (scroll the playlist), Discover and GHNS windows

OBSERVED RESULT
"Scrolls to the clicked location" setting does not work,
the page is still scrolled one page up or down instead.

EXPECTED RESULT
"Scrolls to the clicked location" setting should work consistently

It works consistently in QWidgets apps. It does not yet work for QML-based apps due to the following bugs:

- QML desktop apps: https://bugs.kde.org/show_bug.cgi?id=412685

Arbitrarily marking as a duplicate of Bug 412685 since I have to mark it as a dupe of something and I can't mark it as a dupe of both.
