I can partially reproduce. I tried an Okular shortcut using Ctrl+Alt+ç and it worked for me. A global shortcut, eg: switch desktop, didn't. Operating System: Kubuntu 20.10 KDE Plasma Version: 5.19.4 KDE Frameworks Version: 5.73.0 Qt Version: 5.14.2 Kernel Version: 5.4.0-42-generic OS Type: 64-bit Processors: 8 × Intel® Core™ i7-3612QM CPU @ 2.10GHz Memory: 7,6 GiB of RAM Graphics Processor: Mesa DRI Intel® HD Graphics 4000 This seems to no longer be reproducible on master. I can set keyboard shortcuts with ç for both applications and kwin shortcuts.
