SUMMARY
in dolphin, ALT + UP should move you up one directory, but its not working when you assign ALT as a third level key.

when ALT is not assigned as a third level key, the shortcut, ALT + up works fine.

make the shortcut ALT+UP work regardless if ALT is assigned as a third level key or not.

Can confirm this on Plasma from git, but I don't know if it is intended.

Steps to reproduce:
1. System Settings > Input devices > Keyboard > Advanced > Set Key to choose the 3rd level > Any Alt
2. Test Alt+Up on Dolphin
