There are a few programs that need to access the desktop environment password manager and they do it using the Freedesktop Secret Service standard (https://specifications.freedesktop.org/secret-service/latest/) but KDE does not have any implementation for this.

For example:
"$ ayatana-webmail
2020-08-19 19:36:06,347: Ayatana Webmail: CRITICAL: The name org.freedesktop.secrets was not provided by any .service files"
