STEPS TO REPRODUCE
1. Change the scaling to a value lower then 100%

OBSERVED RESULT
The icon and buttons overlap one another.

EXPECTED RESULT
The icon and buttons don't overlap.

Same thing on neon unstable.

Does it happen on X11 too, or just Wayland?

Just wayland, X11 can't be set lower then 100% in the settings.

Did you restart try restarting your session ?
