SUMMARY
I can find installed apps with kicker, dashboard and krunner, but not with kickoff.

Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.19.80
KDE Frameworks Version: 5.74.0
Qt Version: 5.14.2

Same on KDE Neon unstable, but it works from master (I have build time just now). See https://invent.kde.org/plasma/plasma-workspace/-/commit/ab4aec9d2aace85b27ac558d5b58d47000408f5b, so maybe we just have to wait for the next build.

For me, on KDE Neon unstable and running plasma-desktop 4:5.19.4+p20.04+git20200821.0016-0, search still does not work. 

In the mean time I switched to kicker where the search works, though I prefer it less - mostly as it doesn't let me launch favorites using the keyboard.

The search has started working for me today - it may have been fixed a few days ago but I only tested today.
