STEPS TO REPRODUCE
1. mess up and try to install git version of kde

OBSERVED RESULT
"Configure special window setting" don't open with error (below)

file:///usr/share/kpackage/kcms/kcm_kwinrules/contents/ui/RulesEditor.qml Exists and kitemmodels-GIT installed

This is a packaging/local configuration issue. You need the latest version of the KItemModels framework, which provides org.kde.kitemmodels.
