STEPS TO REPRODUCE
1. open system settings > Global theme
2. click on "Get new Global Themes..." button
3. click on any non installed global theme

OBSERVED RESULT
As we can see in the attached screesnhot, both "Install" and "Uninstall" buttons
are available on top

EXPECTED RESULT
only "Install" button

While i can see the bug in your screenshot, and it has been confirmed by others... i can't seem to provoke this at all. I have a suspicion that this was fixed (very recently) by a refactor of the action toolbar component in Kirigami, which is what's used to display those actions. Once that becomes available to you, could you try and check, and reconfirm if it still happens? If it does, something is extremely broken somewhere, and given the logic for these actions being visible, i am hesitant to accept that it is in KNewStuff...
