STEPS TO REPRODUCE
1. start Wayland session
2. right-click on wallpaper, hover over "Create new" or "Icons" submenus
3. while "Create new" or "Icons" submenu is still open, dismiss the context menu by clicking on wallpaper
4. right-click on wallpaper, hover over the same submenu

OBSERVED RESULT
the submenu no longer opens

EXPECTED RESULT
the submenu should always work

The same happens to me with Discord app tray icon's menu - it pop up only once.
Is it the same bug?

no longer reproducible on Arch (Plasma 5.20 beta) and neon unstable.
