SUMMARY
Spectacle has now this awesome new feature that if you say rectangular region it show the last selected one. 

If you click cut at gwenview the cut rectangular was visible but by default it "cut" the complete image, so nothing was cutted. If you click cut on an image the user want to cut something, so the default setting should be last rectangular region or some auto selected cut feature.
