Dodging the panel controller in a horizontal panel is easy, but the algorithm that avoids overlap isn't designed to move the popup horizontally which would be the case for a vertical panel. Needs a bit more investigation for that case. As of git master (soon to become Plasma 6.4) they appear to dodge the ruler properly; closing! |

Unfortunately it's placed above the controls to edit the panel. Please see the screenshot.
