SUMMARY
Currently, there are a couple of ways to make slide up windows disappear. When clicking outside of the window on the desktop or by clicking the same icon that activated the window.

Clicking other areas in the taskbar does not make the menu slide back down. I tried doing this with the Wifi menu and it did not work.

I think it would be consistent if you click the bottom panel outside of the wifi icon, for example, that the wifi menu will slide back down.
