Unify scrollbar behaviour and look

When I open Application Style Settings and set scrollbars to show upper and bottom arrows, the scrollbars in GTK apps are not showing those upper and bottom arrows.

And one annoying bug is the disappearance of scrollbar background and the shrinking/growing of scrollbar width in GTK apps when mouse enter or exit the scrollbar area. These effects are not present at all with Qt apps.

Firefox also doesn't show those upper and bottom arrows.

What about the weird disappearance and shrinking/growing ugly behavior for GTK scrollbar ? is it duplicated anywhere ?
