Most of users work on files on Desktop so it would great if there is "Open Terminal here" for Desktop like it exists for folders inside Dolphin.

That seems too niche for it to be part of Plasma.

We're not a file manager, and even in dolphin it's not in the main context menu.

But the most used space in Plasma is the desktop where most people create and modify files/folder so it's really useful to add it to Desktop contextual menu.

It's really tiring and hard to always open Dolphin go to Desktop then right mouse click on empty space and Actions>Open Terminal here.
