Yes, the thumbnail displays media controls for the media player in the browser, no matter which tab is focused. That's because said media player is still being targeted by the controls; it's perfectly possible for you to play and pause the media while the tab is not visible or the window is minimized. A lot of people use this feature when listening to music on YouTube, for example. If we implemented your suggestion, this would break. It makes sense maybe to show those controls in the window with the player (even when the tab is not active), but why is it intentional to show the same thumbnail and controls in all windows, even when a window does not have that media?
