There is a problem with clockapplet fuzzy/text time mode
In Polish (any some other languages as well) different forms are used in
%1 o'clock (=3D "godzina DRUGA")
five past %1 (=3D"pi=EA=E6 po DRUGIEJ")

In Polish two forms will be enough one for %1 o'clock other for "past %1"=
=20
"half to %1" etc. Perhaps other languages would require even more forms.

I know, we have the same problems in Czech language :( You should talk to the 
appropriate developers
