STEPS TO REPRODUCE
1. Open System Settings -> Account Details -> KDE Wallet
2. In the lower right-hand corner, click on the button that says "Launch Wallet Manager"


OBSERVED RESULT

Wallet Manager does not launch.


EXPECTED RESULT

Wallet Manager should appear.

What happens when you run kwalletmanager5 from the CLI?

Wallet Manager appears.

This was fixed in https://invent.kde.org/utilities/kwalletmanager/-/commit/9cf4ab73cd9b6eb38ddf8f55dca797510de513f0

So it will be fixed in the 20.04.3 release (July 9)
