SUMMARY

From 5.19.0 (and also with 5.19.1 & 5.19.2) if the selected start-up sound is chosen it is not played.  


STEPS TO REPRODUCE
1. Select sound to play on start-up / system settings / notifications 
2. Re-start computer 


OBSERVED RESULT

No sound played

EXPECTED RESULT

Start up sound played

ADDITIONAL INFORMATION

Same with Opensuse Tumbleweed.  With the new opensuse leap 15.2 (which uses plasma 15.18.5) start-up sound plays.
