Plasma 5.19 settings menu (Arch linux)

SUMMARY
It appears that the "Breeze-Dark" theme is missing from the Plasma 5.19 settings menu. I compared screenshots from both KDE Neon 5.16 and the current Plasma 5.19 desktop on my Arch linux system and the Breeze-Dark theme is missing from the Arch Linux version of Plasma.

This is no longer needed since the breeze theme is colorscheme-aware. Just use Breeze and set a dark color scheme, exactly as you would for Qt/KDE apps. :)

only Libreoffice responded to the theme change

That's a separate bug whereby it only works when you actually change the color scheme itself (under the Colors page): Bug 421745.
