SUMMARY
Both kcm modules are titled as "Startbildschirm" which is confusing. One probably should be named "Systemstartbildschirm" (or the like), and the other something like "Startbildschirm Plasma-Login"

Can you please tell me, where I can see the strings you mention or what the English original strings are? I cannot find any occurrence of "system boot splash" or "Plasma Login splash".

Both entries are in the "startup and shutdown" section of the system settings. One is titled "boot splash screen" and the other "splash screen", but the German translation for both is "Startbildschirm". "Boot splash screen" should be named something like "Systemstarbildschirm" and "splash screen" should be named "Plasma Startbildschirm" or something like it ("Plasma Startanimation", "KDE Startbildschirm", or something similar).
