I can't confirm this issue. I have assigned meta+return to Gnome disks, audacity and nautilus file manager and it always worked. I installed the plasma-meta package, so I thought I'd gotten everything I'd need, but earlier today I found out I needed kdialog to get the proper GUI to pop up when I save things from my browser.
