Upload using the Google Photos Export always counts on Google Drive/Photos space, even if "Upload original image file" is not checked. Is it possible to upload to the "free unlimited space" (with high quality and reduced image file size)? Or is the API not able to do that?

No, this is restricted in the API, see here:

Ok, thanks. Too bad. Maybe a tooltip info would help others.
It is possible to compress photos at
https://photos.google.com/settings
So changing file during upload does not really help. I would suggest always upload original and let Google do the compression. Otherwise pictures might me reduced two times ... (couldn't verify this, as Google allows compression only once a day, but it is very likely)
