SUMMARY
When 100% length vertical and horizontal panels meet in the corner, I want to choose which panel takes the corner.

STEPS TO REPRODUCE
1. Create 100% length always visible justified vertical panel on the left of the screen.
2. Create 100% length always visible justified horizontal panel on the top of the screen.

OBSERVED RESULT
The top left corner is taken by the top panel, the height of the left panel is reduced by the size of the top panel.

EXPECTED RESULT
The top left corner is taken by the left panel, the width of the top panel is reduced by the size of the left panel. Or as in the observed result, this should be configurable.

Expected panels overlapping, as it possible to configure setting the length of the top panel to 98%.

Sorry this is intentional to simplify things
