I can confirm the issue with openSUSE Tumbleweed 20200519, Plasma 5.18.5 and Frameworks 5.70.0 (LANG=de_DE.UTF-8). Solved for me with a downstream fix for kcmutils. The "downstream fix" actually comes from upstream.
