Panel missing icons showing icon tooltip

SUMMARY
After upgrading to plasma 5.18.90, the icons in a quick launch widget on a panel are missing after you log into a plasma session. Choosing a different icon set or moving the panel to an alternative screen edge causes the icons to be displayed until the next time you log in.

STEPS TO REPRODUCE
1. Create an empty auto-hide panel
2. Add the quick launch widget
3. Add some application launchers to the widget
4. Log out of the session.
5. Log into a new plasma session

OBSERVED RESULT
An empty panel displays with a rapid flickering before auto hiding. The panel remains empty. Hovering the mouse pointer over the panel displays the icon's tooltip (see attached image).

EXPECTED RESULT
The panel should contain the icons that were added.

Seems to affect all widgets on auto hide panels. Ok when set to 'windows can cover' and 'always visible'.
