SUMMARY
On "Power Management" - "Energy Saving" page, scrolling mouse wheel on the tab strip also scrolls the page, which is confusing.

STEPS TO REPRODUCE
1. Navigate to the said page and make sure the window is small (to force a vertical scroll bar)
2. Scroll mouse wheel on the tab strip

OBSERVED RESULT
Tab changes, but the page is also scrolled.

EXPECTED RESULT
Only tab changes, or only page scrolls.
