Can you run "xprop" and click on this window. That close button is drawn by libreoffice, I suspect it's telling us it wants to do it's own thing. Comment on attachment 128264 [details]

Also the black bar on the top of the Window is missing.
I have started "xprop" on the command line and then pressed a key on the LibreOffile Writer window. Nothing happens. If you click the libreoffice writer window, xprop will print a lot of stuff to the terminal. Could you please post the output of xprop here? I did this. xprop does not write anything in the terminal. When I start xprop and point on the libreoffice window, I see the normal mouse pointer and nothing happens. When I go on the firefox window instead, the mouse pointer changes to a cross and when pressing a key, the firefox window properties are printed in the console.

Please request other information. The issue is not solved. I have updated KDE Neon to Ubuntu 20.04 base system. Now the minimize button is there and the window buttons are ok.
