Hmm, works for me with the current state of git master on openSUSE Tumbleweed. My KDE Frameworks got updated to 5.70.0 recently, and I can no longer reproduce the issue with the new version. Oh good! Strangely enough, the issue is reproducible again. Even stranger is the fact that the versions of KDE Plasma/KDE Frameworks/Qt on my machine haven't changed since KDE Frameworks got updated to 5.70.0. Maybe you can try if pacman reports updates? or any other tools like flatpak you might be using? Starting yesterday, this has started happening on KDE Neon as well. Using Discover 5.22.1 I should add, I have not tested updating through discover itself. But the notification dot remains when using pkcon from command-line.
