Hello,

it would be nice to have a "Settings" icon at top (or somewhere) of kickoff menu, without having it as "starred" application.

Why not leave it as favorite application?
Comment 2 Luca Manganelli 2020-04-30 06:55:57 UTC
To leave space to other favorite applications. Settings should be always present, as the user profile icon, imho

I'm not sure about this; we put System Settings in the default list of favorite apps specifically to make sure that the kind of user who doesn't extensively customize things will always have an easy way to get to it, without annoying users (like you!) who want to customize everything and don't need the help. The kind of user who removes it from the favorites list is the kind of user who would complain if we added an always-visible button that you can't get rid of. If you want it to be always visible in Kickoff, I think it's reasonable to just keep it in the favorites list. That's what it's there for. :)
