SUMMARY

PageUp/PageDown move the cursor by default. The Kate documentation for the "PageUp/PageDown moves cursor" setting says that by default the cursor is not moved. 

STEPS TO REPRODUCE
1. press PageDown regardless of the "PageUp/PageDown moves cursor" setting
 

OBSERVED RESULT
the cursor moves

EXPECTED RESULT
No scrolling if setting is not checked

SOFTWARE/OS VERSIONS
ubuntu 18.04 with MATE Desktop 1.20.1

ADDITIONAL INFORMATION

If there is resistance to changing the default behavior, the setting could be changed to disable the cursor moving.
