This is intentional as described by de documentation: "The blip shows the position of current foreground color on the wheel (black&white circle) and on the value scale (black&white line). Last selected swatches are outlined." from "https://docs.krita.org/en/reference_manual/dockers/artistic_color_selector.html#usage" If you believe the oulined square should correspond to the backgroundcolor and the blip to the foreground could you open the topic for discussion in the forum where other users can add input.
