windows don't have shadow or border when kwin compositor is off

SUMMARY
When kwin compositor is off, here isn't shadow anymore. Plasma panel and notification popups will add a gray border to improve readability, but window decoration doesn't. When windows stack up, it is hard to tell the window edges.

STEPS TO REPRODUCE
1. Change window decoration to Breeze Dark
2. Shift + Alt + F12 to turn off kwin composition
3. See the window decoration

OBSERVED RESULT
No visual border to see edges when windows stack up.

EXPECTED RESULT
Should have a gray border like panels an notifications.

I agree, we should draw the same gray line here.

Still an issue on Plasma 5.22, Arch Linux.
