SUMMARY

STEPS TO REPRODUCE

OBSERVED RESULT
New installed Gentoo + Plasma5 system
Blue doesn't remenber bluetooth configuration "powered" in system setting. So system doesn't connect automatically my logitech mouse after reboot. 

Temporary solution: manually change text in bluedeveilglobalrc by 
(__address__)_powered=false to (__address__)_powered=true.

Then system reboot, bluetooth is automatically set "powered" on. However, after several reboot. The configuration in bluedevilglobalrc is automatically set in 
(__address__)_powered=false
so bluetooth is automatically powered off. I have to manually change again.

Another thing is, bluetooth is powered on in the log on dialogue before logging in Plasma. 


EXPECTED RESULT
Plasma desktop remember bluetooth configuration.
bluedevilglobalrc doesn't change to default(powered=false) automatically after several reboot

It seems the problem solved after several updating. No idea where and how. But thanks anyway. I close this case now.
