Is this issue reproducible with recent versions, such as Plasma 5.18? Looks like an old issue. Setting it to needs more info.
Please try with a newer version(plasma 5.23.5) and if this is not an issue any more let us know.

STEPS TO REPRODUCE 1. Have Compositing enabled at session start 2. Disable Compositing 3. Enable Compositing OBSERVED RESULT Only the task manager portion is displaced, the whole rest of the desktop is fine and all effects (default) are working as expected.
