There is already the Breeze-gtk theme, which aspires to mimic Breeze as much as possible. That's where this would be implemented. I am not very familiar with Breeze GTK internals and currently have not enough time to do so, but it seems like this is possible with custom user CSS (which we now use for defining color definitions for recoloration).
