SUMMARY
Resizing windows causes entire screen to blink.

STEPS TO REPRODUCE
1. Resize any opened window

OBSERVED RESULT
Entire screen blinks.

EXPECTED RESULT
No blinking.

It seems that window opening is also affected.

Can you upgrade to Plasma 5.18 and see if it still happens?

I will try to upgrade to Plasma 5.18. In the meantime, I also checked my apt logs, and it seems that the issue appeared after upgrade from KDE 5.13.5 to 5.15.4.

Upgraded to KDE 5.16.5 (Kubuntu 19.10), the issue went away. I'll hold off upgrading to Kubuntu 20.04, which hasn't been released yet, but does have KDE 5.18.1.
