SUMMARY
I have a CPU usage widget in my panel. If I click on it, on my notebook running a fully updated Fedora 30 (Plasma 5.15.5) instead of spawning KSysGuard as it used to, it opens org.kde.ksysguard.desktop in LibreOffice Writer. This did not happen on earlier versions (Fedora 29), so it seems to be a regression.

STEPS TO REPRODUCE
1. Add a CPU usage monitor to the panel.
2. Click on it.

OBSERVED RESULT
Opens org.kde.ksysguard.desktop in LibreOffice Writer as a text file.

EXPECTED RESULT
Spawns KSysGuard. (Yes, it is installed, and runs fine from the menu.)

ADDITIONAL INFORMATION
The same actions spawn KSysGuard as expected on Fedora 29 with all updates that were issued before it went EOL, i.e.:

Plasma 5.14.5
KDE Frameworks 5.59.0
Qt 5.11.3
so this looks like a regression between those versions and the ones above.

I tried setting +x permissions on the .desktop file (even though it should not be needed because it is in a system location) on the Fedora 30 system, but that did not change anything.

Since we now have different widgets for monitoring CPU usage that don't have this bug, I'm marking this as resolved.
