SUMMARY
When starting systemsettings5 from konsole, there are "file:///usr/share/kpackage/genericqml/org.kde.systemsettings.sidebar/contents/ui/SubCategoryPage.qml:141:9: QML Connections: Cannot assign to non-existent property "onActiveSubCategoryChanged"
QQmlEngine::setContextForObject(): Object already has a QQmlContext" error appeared. After trying to select any module there are "The shared library was not found" message appeared.
Also window list wigdet on standard panel is broken too.
STEPS TO REPRODUCE
1. Update KDE Neon user edition to latest updates
2. Open systemsetting5
3. Can not open any module

OBSERVED RESULT
Modules is not loaded

EXPECTED RESULT
Modules can be opened

Sounds like a broken install/upgrade. Moving to Neon.
