SUMMARY
I can't enable baloo because its KCM does not save settings (it does not enable baloo nor remove locations from ignored list), "balooctl enable" command says "Enabling and starting the File Indexer" and "Baloo File Indexing has been disabled" in sequence. Watch the attached screen recording please.

OBSERVED RESULT
impossible to enable baloo via KCM or CLI

EXPECTED RESULT
KCM and "balooctl enable" command should enable baloo
