SUMMARY
SDDM kcm correctly applies third-party themes to SDDM, but it always highlights
Breeze theme on opening.
Reproducible on both Arch Linux and Neon unstable edition.

STEPS TO REPRODUCE
1. open SDDM kcm
2. install a third party theme via "Get new login screens..." button
(I tested qogir, harmony v2, chili, sugar dark, sugar light)
3. apply the just installed third-party theme and close SDDM kcm
4. reopen SDDM kcm

OBSERVED RESULT
Breeze theme is highlighted instead of the previously applied third-party theme.

EXPECTED RESULT
SDDM kcm should always highlight the current theme.

I can't read any stored setting, not just the theme. It's because the /etc/sddm.conf.d/kde_settings.conf file has the wrong permissions set.
