The feature is there, it's just not presented or implemented in a very user-friendly way yet. That's tracked by Bug 406477. In the meantime, click the "open" button at the top of the playlist panel (it looks like a folder). Then you can navigate to your playlist file and open it. The playlist's contents will be replaced with the songs specified in the playlist file. Not very user-friendly, I know.
