Panel resize bug

SUMMARY
When resizing some plasma panel, especially when doing it pixel by pixel with the mouse scroll wheel, you can notice that the panel "bounces" on the screen edge, leaving sometimes a +1 pixel gap and sometimes a -1 (sunken) gap.
You can get rid of this gap in two ways: restart plasmashell or move the panel to another border and then move it again where it was.

STEPS TO REPRODUCE
1. Edit a panel
2. Start changing the panel height with

OBSERVED RESULT
The panel "bounces" on the edge of the screen, leaving a gap.

EXPECTED RESULT
The panel should resize without moving.

This should have been fixed in Plasma 5.20. Pleas re-open if you're still seeing it after you upgrade to 5.20. Thanks!
