SUMMARY
Every time I open Accessibility kcm while fractional display scaling is used
I need to resize its window to eliminate annoying scroll bars.

STEPS TO REPRODUCE
1. set display scale to 125% in system settings > display and monitor
2. restart Plasma session
3. open Accessibility kcm via apps launcher or krunner

OBSERVED RESULT
horizontal and vertical scroll bars are activated.
See the attached screenshot please.

EXPECTED RESULT
default window size should be adjusted to eliminate the scroll bars

Since plasma 5.19 we need to run "kcmshell5 kcmaccess" in the step 3 to open the standalone Accessibility kcm.
